How can I save money on our energy bill?

My energy bill for the last two months was way higher than I’d expected. Me and my roommate are really good about turning off lights, closing laptops when they’re not in use, and when we’re both gone on vacation we turn down the heat and even unplug the TV and other things. Why is my bill still so high??
We have a two bedroom apartment, it’s pretty big, and we have a lot of floor to ceiling windows. I keep the curtains shut when it’s cold or night time so heat doesn’t escape too much. We also have a washer and dryer that we use probably 10 times a month, maybe more. Our heat is electric.

Do water heaters use much energy? (Ours is very small, if we both shower in the morning one of us has a cold shower). The lamp in the living room is one of those 5 60Watt bulb lamps. Do halogen lamps use less or more energy?

How can I save money on our energy bill?
Keep in mind we are poor college students, low energy light bulbs are kind of expensive. (is it worth it?)

I will be moving in to my own apartment during the first week of the year. I am 20 years old and have a five month old puppy. I play video games, watch TV and use the computer often. In an apartment, what can I do to keep my energy bill down? I have a PC as well as a laptop, but I use the PC far more frequently. Would it be better to turn the desktop off completely when I am not using it? Or just have it enter some sort of energy saving mode? Will running several game consoles be a drain on my energy? HELP!

According to the DOE and EnergyStar, it does. But I, and others, disagree to a point. That point being, “doesn’t it take MORE energy to REWARM the house back to the COMFORT TEMP when you’re home?” So in other words, does it take more energy to bring the temperature from 62 to 68, for example, rather than maintaining the temperature at 68 the entire time when the house is vacant?

I need solid proof energy is saved with the EnergyStar compliant thermostats, not just what the websites say. If anyone has any experience or tests, I would like to hear what they have to say. Thanks!
Good answers so far. But my question, originally, is in reference to the SET-BACK type thermostats that automatically reduce the temperature when away, and bring it back up when you come home. In the summer, yes, it is best to SET AND LEAVE the temperature at one setting, but should I (or we) do the same for the winter? Does the SET BACK method REALLY work?
